The Dominican Republic is the first Caribbean country to implement its National Artificial Intelligence Strategy (ENIA). The launching has placed the country as a benchmark in the adoption of advanced technologies, Bartolome Pujals, OGTIC director, announced when speaking at the Global Forum on AI Ethics, an event that redefines global regulations around the governance of artificial intelligence.

The strategy was implemented by the Government Office of Information and Communication Technologies (OGTIC) and the Cabinet of Innovation and Digital Development of the Abinader Administration.

“The ENIA is a key milestone within our National Innovation Policy 2030 and has allowed us to stand out internationally,” explains Pujals.

Pujals credits the ENIA with placing the Dominican Republic in position 7 out of 33 Latin American countries regarding the preparation of governments and use in the provision of public services regarding Artificial Intelligence (AI), according to the 2023 edition of the Government AI Readiness Index. The DR ranked behind Brazil, Chile, Uruguay, Colombia, Argentina and Peru.

Overall, the Dominican Republic is ranked 66th of 193 countries and 7th among 33 Latin American countries included in the Government AI Readiness Index 2023. The assessment is prepared by Oxford Insights, a public policy consulting firm based in Malvern, United Kingdom. The data is compiled to demonstrate government’s preparedness to implement artificial intelligence in public service delivery.

In the 2023 AI Readiness Index Report highlights as a significant development within the Latin American and Caribbean region that the Dominican Republic became the first Caribbean country to release its National AI Strategy (ENIA). This strategic document outlined a series of initiatives aimed at integrating AI to improve public services in key sectors such as justice, health, education, security, and transportation.

Now in its sixth edition, the 2023 Government AI Readiness Index released in December 2023 seeks to answer the question: how ready is a given government to implement AI in the delivery of public services to their citizens?
