
After a revision of the annulled votes at the Central Electoral Board (JCE) headquarters in Santo Domingo, the JCE ruled that Dajabon mayor Santiago Riveron (PRM) won his reelection bid. A final count in Dajabon immediately at the close of the election on 18 February 2024 had Riveron losing by one vote.
The final count now by the JCE is that Riveron won by four votes – 5,932 votes or 45.50% to the 5,928 votes by Fiordaliza Ceballos (PLD), who received 45.47% of the vote.
The Central Electoral Board (JCE) sent a helicopter to Dajabon to transport to the JCE headquarters the annulled votes of the 18 February 2024 municipal election. There was a virtual tie versus his contender Doctora Fior of the Dominican Liberation Party (PLD). The preliminary count total was 5,024 votes for Riveron and 5,925 votes for Fiordaliza Ceballos (Doctora Fior). Luis Alberto Reinoso of the FP received 1,018 votes or 7.82% and Keicy Torres of Alianza Pais received 158 votes, or 1.21%.
In Dajabon, 22,279 citizens had registered to vote, of which 13,296 (or 59.68%) did, but of these 271 were annulled.
Given the close vote, Diario Libre learned what was the procedure to be followed to choose the winner. The newspaper explained that in the case of a real tie, luck would decide. Art. 299 of the Electoral Regime Law 20-23 establishes that the names of the tied candidates will be entered on separate cards. Then, the president of the corresponding electoral board (of the district) will place the cards inside different white envelopes of the same type, which will be closed. The process will be carried out in the presence of the members of the electoral body and the representatives of political parties, groups or movements that have supported the candidacies.
