Comptroller says they are auditing the controversial Intrant contract

With a large number of traffic lights already replaced, the Comptroller General of the Republic announced the carrying out of a special audit of the contracting process for the modernization, expansion and management service of the comprehensive system of the Traffic Control Center and the Traffic Light Network of Greater Santo Domingo.

The new traffic lights, it seems, have not yet been interconnected, and Digesett traffic agents are frequently directing traffic instead of the new devices. The local perception is that the Digesett traffic agents are part of the problem, not the solution.

Comptroller General of the Republic Félix Santana García explained that the investigation into the INTRANT-CCC-LPN-2023-001 process has been carried out through the Audit Department and the Anti-Fraud Unit of the Comptroller General Office since November 2023 when the Procurement Agency (DGCP) suspended the Transcore Latam contract.

He stated that an on-site survey of the equipment installed in the streets of Greater Santo Domingo is currently being carried out with inspectors at various points in the capital city accrediting evidence.

The smart traffic lights project is an initiative of the National Institute of Traffic and Ground Transportation (Intrant) to automate and modernize traditional traffic lights.

The replacement process was suspended in October 2023, by the Public Procurement and Contracting Agency, after complaints made against the company Transcore Latam, SRL, which had been awarded the project earlier in the year.
