
President Luis Abinader said the Penal Code needs to be studied and harmonized better, in answering a journalist question as to whether he would order an extension of the present legislature of Congress to give time to the passing of the Penal Code in Congress. President Abinader said that the extension would not be enough time for the needed reviews.
The President’s opinion is key because even if Congress were to pass the bill in the present legislature, it would then need to be enacted by the Presidency.
Alfredo Pacheco (PRM-National District) and Ricardo de los Santos (PRM-Sanchez Ramirez) have attempted to ram through a draft bill that is described by most as a major setback for the country and a covert boost to the same corruption and crime it would seek to combat.
At present, the draft is in the Chamber of Deputies awaiting the report to be issued by the special review committee. The committee is head by the same Alexis Jimenez (PRM-Santo Domingo) who three years ago headed the committee that was able to pass the bill that was later vetoed by then President Danilo Medina. Reports are that this is pretty much the same bill with additions of clauses such as one that exempts the military and church from regular justice.
This time around, there is more involvement of citizens in the reviewing of the 419-article Penal Code.
