The Chamber of Deputies acknowledges there is not enough time to pass the Penal Code draft. The majority of the deputies, led by the president of the Chamber, Alfredo Pacheco (PRM-National District) were in favor of passing the bill as received from the Senate but faced outrage by the general public over clauses included, new and those previously debated, and others left out. The floor was open to general opinions and these poured in from representatives of industry, business groups, civic society, the Public Ministry, the office of the First Lady, Conani, the Police and several other government officials who call for amendments. Overall, the bill is described as worse than the present century-old Penal Code.
By Tuesday, 23 July 2024, the president of the Senate Ricardo de los Santos had admitted there was no time. The bill now will be heard by the next legislature that opens on 16 August 2024.
The special committee that studied the draft, nevertheless, will present its report with recommendations for 16 changes, according to Diario Libre’s update on the story. Diario Libre reports that the committee will present the amendments the deputies have worked on, without recommending legislators to vote in favor or against. Thus, there is a generalized understanding the bill will not pass in this legislature.
