New Superintendent of Insurance Julio Cesar Valentin is happy to join Abinader’s government

Julio César Valentín was officially sworn in as the new Superintendent of Insurance on 26 August 2024 by Hacienda Minister Jose Manuel (Jochi) Vicente. Valentin spoke of his enthusiasm with being part of a new era of reforms and changes within the institution. He said his work will align with the management model set forth by President Luis Abinader and the Ministry of Hacienda.

In his inaugural speech, Valentín expressed gratitude to President Abinader for entrusting him with this role, acknowledging the significant efforts required to build on the work of his predecessor, Josefa Castillo, who was named to the Inaipi child protection program.

Valentín committed to uphold the institution’s standards and meeting the present regulatory framework and the 21st Century expectations of the public, with a focus on addressing the needs of insurance service users.

Julio César Valentín Jiminián is from Santiago, the country’s second largest city. He is a seasoned politician, writer, and attorney. He holds a Master’s in Political Science and postgraduate degrees in Public International Law, Diplomacy, International Arbitration, and Parliamentary Law.

His extensive career includes roles as a senior advisor at CAF-Banco de Desarrollo de América Latina, Dominican Republic senator (two terms), deputy (three terms), and president of the Chamber of Deputies (2006-2010). Valentín has authored several books, including “Los movimientos sociales dominicanos en el siglo XXI” and “Constitución, reforma y democracia. De la imposición autoritaria al pacto político social,” with his most recent publication being “Elecciones separadas ¿para qué?”.

He has also taught Legislative and Constitutional Law at the university level and has been a sought-after speaker on political, historical, and legal topics both domestically and internationally, covering topics such as democratic values, constitutionalism, progressive thought, social movements, and fundamental rights.

In the early stages of his career, Valentín Jiminián served as a public prosecutor, investigative judge, judicial translator for Santiago’s judicial district, and Peace Judge for the municipality of Santiago.

Before joining the Abinader government, Valentin carried out all his roles representing the Dominican Liberation Party (PLD). He later left the party and created the Partido de Justicia Social that secured 12 city mayor positions in the February 2024 municipal election.
