DGCP closes procurement platform to install new system

The Public Procurement Agency (DGCP) announced on Tuesday, 14 January 2025 the implementation of the modernization process for the Electronic Public Procurement System (SECP). The goal is to improve user experience in terms of speed, usability, and customization.

The DGCP highlighted in a press release that this step marks the beginning of a comprehensive evolution of the platform, which will be carried out gradually throughout 2025. The process will begin with the modernization of the SECP’s technological infrastructure to strengthen its stability and performance.

The institution reported that this first phase of the process, financed and supported by the Inter-American Development Bank (IDB), will temporarily suspend all SECP operations, including the calling for and participation in state purchasing procedures, as well as user registration, update, and linking services in the State Suppliers Registry (RPE), from 6pm on Friday, 17 January 2025, to 6pm on Thursday, 23 January to complete the operation.

The DGCP explained that this operation will have a minimal impact on the operability of government purchases since institutions subject to the scope of Public Procurement Law 340-06 usually plan to start their processes at the end of January to ensure the proper appropriation of the budget, necessary for the start of public procurement procedures.

The DGCP reported that the following stages will follow the installation and stabilization phase of the new infrastructure:
• Optimization and efficiency of the system.
• Development of new functionalities to strengthen interoperability, following the approval of the new Public Procurement Law by the National Congress.
• Launch and integration of purchasing into the Electronic Public Procurement System (SECP).
• Strengthening of mechanisms for integrating artificial intelligence and blockchain into the SECP.
