
President Luis Abinader dedicated his weekly press conference on Monday, 27 January 2025 to present advances in the adapting of the land use organization law. He said that the goal is that before he leaves government in 2028 that 50% of municipalities, accounting for 80% of the population, have land use plans. He announced that city governments of Veron (Punta Cana), San Francisco de Macoris, Pepillo Salcedo (Montecristi), Moca and Puerto Plata and Santiago, among the 14 that are ready to go into effect this 2025.
President Abinader said: “The land use law is the most important passed in this administration.” He explained the law seeks to plan the use of the land for improved public service administration. He stressed that the intention is that government investments be those decided by the people in each municipality.
The President said municipalities receive 3.5% of the National Budget and favors this increasing to 5% in coming years. Abinader said the central government has made available RD$6 billion in extra funds for the municipalities to carry out public works. He admitted the funds enabled several city mayors to get reelected in the 2024 general election but said the funds are available to all municipalities.
