
A Dominican Air Force (FARD) captain has been ordered to serve one year of pretrial detention for allegedly falsifying work permits to provide legal status to Haitian citizens. Captain Domingo Ureña Rodríguez was arrested following a raid on his residence in Montellano, Puerto Plata, on Wednesday, 26 February 2025. The arrest was part of “Operation Janus Mask,” an investigation into the forgery ring.
Judge Romaldy Marcelino Henríquez of the Puerto Plata Permanent Attention Service Court issued the detention order. Ureña Rodríguez faces charges of forgery of official documents, prevarication, and criminal association.
The operation involved collaboration between the FARD’s A-2 Intelligence Subdivision, the Puerto Plata Air Base, the FARD Legal Department, prosecutors Leury Virgilio Ureña and Carmen Daynisa Rosario Pascual, PETT investigators, and agents from the National Police’s Transnational Crimes Investigation Division.
Prosecutors Hilda Patricia Lagombra, Carmen Daynisa Rosario Pascual, and Luis Martínez are continuing the investigation to identify any additional individuals involved in the scheme.
Ureña Rodríguez will serve his pretrial detention at the Military Detention Center in Santo Domingo.
Authorities allege that Ureña Rodríguez used his residence in Montellano, Puerto Plata, to issue the forged documents to Haitian citizens. A Haitian national, Epervil Eveque, who is also implicated in the criminal activity, remains at large.
