Dominican Republic and French Development Agency sign cooperation roadmap

The Dominican Republic and the French Development Agency (AFD) have solidified their partnership by signing the 2025-2027 Cooperation Roadmap this Monday, 24 March 2025 in Santo Domingo. The agreement aims to bolster economic and social development within the Dominican Republic through a series of strategic programs and projects.

The roadmap focuses on key sectors vital for social and ecological transition, including transportation, urban development, climate action, biodiversity conservation, education, water and sanitation, healthcare, governance and renewable energy.

The document was signed by Foreign Relations Minister Roberto Alvarez for the Dominican Republic and Minister Delegate for Foreign Trade and French Nationals Abroad Laurent Saint-Martin and Virginie Díaz Pedregal, director of AFD Santo Domingo. Also signing for the Dominican Republic were Vice Minister of Hacienda for Public Credit Maria Jose Martinez; Alexis Cruz Rodriguez, executive authority for the Ministry of Economy.

Minister Álvarez emphasized the significance of the roadmap, stating: “This reaffirms our unwavering commitment to a strategic cooperation that encompasses essential areas for the progress and well-being of Dominicans.”

He highlighted the AFD’s 27-year contribution to projects aligned with the National Development Strategy and the UN Sustainable Development Goals, citing initiatives like the Santo Domingo Metro and Cable Car expansion, and the Plan Sierra reforestation project.

Minister Laurent Saint-Martin acknowledged the strong relationship between the two nations, saying, “In the current context of geopolitical tensions and uncertainty, it is very gratifying to have such a solid and fruitful relationship, as is the cooperation between the Dominican Republic and France.”

The agreement outlines the commitment to implement both reimbursable and non-reimbursable cooperation operations. This will be achieved through financial instruments and technical support provided by the AFD, its private sector financing subsidiary Proparco, and its technical cooperation agency, Expertise France.
