Intrant and Migration authorities to crack down on undocumented foreign moto-taxi drivers

Luis Rafael Lee Ballester and Milton Morrison / INTRANT

Milton Morrison, executive director of the National Institute of Transit and Land Transport (Intrant), presented a report to Migration Agency director, Vice Admiral Luis Rafael Lee Ballester, detailing the moto-taxi and “concho” taxi stops in the Greater Santo Domingo area where foreign nationals (Haitians, Colombians and Venezuelan with irregular migratory status) would be operating illegally.

The initiative aims to strengthen mechanisms for verifying and identifying individuals with irregular migration status in the country, thus supporting efforts to ensure order and legality in urban mobility.

During the handover of the statistical report, Morrison emphasized that the initiative is not aimed at opposing the moto-taxi sector but rather addressing illegal activities that violate Intrant Law 63-17.

“From Intrant, we have been working to eliminate illegal moto-taxi stops and to strictly regulate those operating in an organized manner nationwide,” Morrison stated.

On the other hand, Vice Admiral Lee Ballester expressed his support for the voluntary action, noting the importance of collaboration between institutions on migration matters and ensuring the proper functioning of urban mobility.

“We appreciate Intrant’s cooperation on this matter, which has been a concern for us. We have been working together with other relevant sectors, and the goal is to conduct the necessary investigations and ensure that both institutions enforce the law,” Lee Ballester added.

The report includes personal data and vehicle information for each registered moto-taxi driver, as well as statistics for each stop, including the number of drivers involved and the level of formalization.

It is understandable that a large number of Haitian moto-taxis regularly serve the large Haitian population in the country.

New findings reveal that 60% of operators at motorcycle taxi stops in the Greater Santo Domingo area are foreign nationals. The National Federation of Motorcycle Taxi Drivers (Fenamoto) supports immigration raids targeting individuals with irregular status, as reported in Listin Diario.

This statement was made by the organization’s president, Oscar Almánzar, president of Fenamoto, during a meeting with motorcycle dealership owners, explained that Fenamoto is holding discussions with the Migration Agency (DGM) to identify the stops where undocumented individuals are operating.
