The Russian permanent ambassador is expected soon in the Dominican Republic, announced Minister of Foreign Relations Roberto Alvarez during an interview on 2 April 2025 with El Despertador morning talk show on Channel 9.

Alexey Viktorovich Seredin has been appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Dominican Republic by Decree No. 143 dated 11 March 2025.

Born in 1966, Seredin graduated from Moscow State Linguistic University in 1996. He speaks Spanish and English. He holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of the 2nd class, awarded in June 2018.

In the diplomatic service since 1996, he has worked in various positions in the central office of the Ministry and abroad. In 2011-2015, he was an adviser and head of the Latin American Department. From 2015 to 2021, he was an advisor-envoy of the Embassy of the Russian Federation in the Bolivarian Republic of Venezuela. In 2021-2025 — deputy director of the Latin American Department.

He was awarded a Certificate of Honor from the Ministry of Foreign Affairs of Russia, the Order of Courage.

In September 2024, the Russian government had approved the opening of its embassy in the Dominican Republic, following an order signed by the country’s prime minister, Mikhail Mishustin.

Moscow’s diplomatic representation in Santo Domingo was in charge of the Russian embassy in Venezuela, but the Maduro administration ordered the Dominican diplomats to leave after the Abinader administration did not recognize his repeat in the Presidency in the July 2024 election.

The late Hans Dannenberg Castellanos was named ambassador to Russia in 2021, taking Russian-Dominican relations to the highest standards. Dannenberg Castellanos worked hard so that Russian tourists were the first to return to the Dominican Republic during the Covid-19 pandemic year. When tourism around the world had come to a stop, Dannenberg Castellanos maneuvered to get hundreds of flights out of multiple airports in Russia. The flights, nevertheless, were canceled once Russia invaded Ukraine beginning the still continuing war.

Hundreds of Dominican university students received scholarships to Russian universities. Most of these returned, many coming with their Russian spouses who have preferred the warm Caribbean country to living in Russia.
