Dominican Republic, United Arab Emirates strengthen cybersecurity cooperation

The Dominican Republic and the United Arab Emirates (UAE) signed a landmark cybersecurity cooperation agreement in Dubai during the GISEC Global 2025 event.

Luis Soto, director of the Dominican Republic’s National Cybersecurity Center (under the National Investigations Department – DNI), and Mohamed Al-Kuwaiti, director of the UAE’s Cybersecurity Council, the top officials from both countries’ leading cybersecurity agencies, signed the agreement.

During the signing ceremony, both parties discussed potential initiatives to enhance the cybersecurity ecosystem in the Dominican Republic.

Al-Kuwaiti expressed genuine interest in deepening bilateral relations with the Dominican Republic and promoting increased exchange visits between the two nations. Soto emphasized the crucial role of cybersecurity in national security and highlighted the commitment of both entities to collaborate on safeguarding critical information and communications infrastructure, as well as protecting citizens.

This strategic alliance represents a significant step forward in strengthening international relations between the two governments. The Dominican Republic’s embassy in the UAE, led by Ambassador Renso Herrera Franco, played an active role in facilitating the agreement and will continue promoting initiatives that ensure greater international security and confidence for investments in a more protected digital environment, thereby fostering electronic commerce, innovation, and the country’s digital transformation.

The cooperation agreement will lead to the development of strategic actions across various areas, focusing on capacity building through knowledge transfer, experience sharing, specialized training, and continuous technological updates in line with emerging disruptive technologies driving digital transformation.

Additionally, efforts will focus on establishing cybersecurity governance frameworks that create a favorable environment for the country’s sustainable development. Specific initiatives will strengthen the National Cybersecurity Center’s response and management capabilities for cyber incidents through threat intelligence sharing, technical and operational assistance.

These measures will enable earlier detection of cyber threats and facilitate targeted campaigns aimed at strategic sectors for the economy and productivity. This will ultimately enhance protection and resilience of critical information and communications infrastructure underpinning national security.

Within the realm of cybersecurity governance, the alliance will also provide technical advice on developing policies and regulations to update the National Cybersecurity Strategy, ensuring stability within the Dominican Republic’s digital ecosystem.
