
The Dominican Republic and Brazil solidified their commitment to enhanced bilateral cooperation with the signing of several agreements during the visit of President Luis Abinader and Foreign Minister Roberto Alvarez to Brasilia, Brazil for the Brazil-Caribbean Summit on 13 and 14 June 2025. The two governments signed two memorandums of understanding aimed at bolstering public sector efficiency and refining diplomatic education.
The agreements seek to modernize state governance and foster a more effective, inclusive, reliable, and sustainable public sector that prioritizes citizen-centric services. Key areas of focus include digital government, innovation, human resource management, and the promotion of diversity.
Additionally, both nations have agreed to expand academic training opportunities for their diplomatic corps. This will emphasize crucial fields such as International Law, Sociology, Political Science, Economics, International Relations, and cultural studies.
One memorandum, signed by the Dominican Republic’s Ministry of Public Administration and Brazil’s Ministry of Management and Innovation in Public Services, outlines strategies to improve public service efficacy. This includes initiatives to evaluate staff performance, refine career systems, ensure fair compensation, and optimize recruitment and placement processes.
The agreement also promotes the exchange of policies and approaches that champion diversity and inclusion, combat harassment and discrimination, and share best practices in occupational health, safety, and social security systems. Furthermore, it encourages executive consultations and the adoption of electronic administrative processes and documents to boost public institutional performance.
This memorandum, effective June 2025, has an initial term of three years, with options for renewal by mutual consent. It also establishes mechanisms for cooperation, implementation, coordination, financing, and dispute resolution. Dominican Republic Foreign Minister Roberto Álvarez and Brazilian Minister of Management and Innovation in Public Services Esther Dweck were the signatories.
The second memorandum, signed between the Dominican Republic’s Institute of Higher Education in Diplomatic and Consular Training (Inesdyc) and Brazil’s Rio Branco Institute (IRBr), focuses on advancing diplomatic education.
This pact facilitates the exchange of information and experiences from study programs, research, courses, seminars, workshops, and other academic activities. The emphasis remains on diplomacy-related academic areas, including International Law, Sociology, Political Science, Economics, International Relations, and cultural studies.
Both institutions will also explore organizing joint courses and seminars, with a preference for virtual formats. They will consider exchanging professors, officials, experts, and researchers for lectures, whether in person or virtually, and support student mobility for both regular training and specialized refresher courses.
The agreement further encourages the exchange of insights on international trends in diplomatic training and the sharing of publications (both print and digital) concerning diplomacy, foreign policy, international relations, international law, trade negotiations, and political science.
This memorandum is also set for an initial three-year period. It was signed by Dominican Republic Foreign Minister Roberto Álvarez and Brazilian Foreign Minister Mauro Vieira.
