Latest case of corruption involves military and civilians

Although courts has asked that the media not use “nicknames” for the many different cases of corruption and graft currently winding their way through the courts, the latest case of bribery and corruption was baptized with the name of Operation Lobo. It involves millions of pesos that passed between military and civilian personnel.

As reported, the money was used to secure contracts for security companies that protected different government entities. For example, the three EDEs—Ede Norte, Ede Este, ad Ede Sur, as well as the offices of the National Health Service (SeNaSa) and the National Early Childhood Institute (Inaipi).

According to the charges filed by the Attorney General, the security companies that received the contracts from the state-affiliated entities, kicked back between 5% and 10% of each invoice to the officials involved in letting the contracts which were paid for by the government.

The indictment names the Servicio Nacional de Seguridad Integral SDL (Senase) as paying bribes between 2012-2020 and between 2020 and 2025 to officials at SeNaSa, Inaipi, and the different EDEs. So far, the indictment identifies RD$109 million as passing between the security company and officials of these entities. The bribes were paid via electronic bank transfers and cash. Involved in the scheme are high-ranking officers in the armed forces both active and retired, as well as civilians.
