
The Police arrested a US citizen who is suspect of having thrown a dog to his death from an 11th floor apartment in the Bella Vista neighborhood. Animal protection units protested the happening and called for an investigation. As reported in El Nacional, the authorities also found another dog with visible signs of abuse in the possession of the US citizen at the time of his arrest.
Upon his arrest, the Police found a brown Doberman with visible neck injuries, further intensifying the accusations of animal abuse pending against him. The case is being handled by the Ensanche Naco Community Prosecutor’s Office.
The suspect has been identified as 38-year-old Michael E. Williams. He was apprehended on Monday afternoon, 21 July 2025, by agents from the Department II of Animal and Environmental Protection (Anti Cuatreros) of the Central Investigation Department of the Police (DICRIM), acting on judicial order No. 2025-A0046955 issued by the Eighth Court of Instruction of the National District.
Williams faces charges for alleged violations of articles 61, numeral 6, and 66 of Law 248-12 on Animal Protection and Responsible Ownership, as well as article 305 of the Penal Code. These charges stem from accusations of animal cruelty, specifically “biocidio.”
Several citizens filed complaints against Williams, providing documentary and photographic evidence, including images of the vehicle onto which the dog fell after being thrown from the apartment.
The situation occurred at block C of the Villa Palmeras XXII high-rise. The animal fell and died of the impact of landing on the hood of a red Chevrolet parked in the residential complex.
The National Police reiterated its commitment to animal protection and enforcing laws that ensure the dignified and humane treatment of all living beings, in accordance with the country’s current regulations.
