President Abinader enacts new Public Procurement Law, a promise of more transparency

With a promise of transparency and good governance, President Luis Abinader officially enacted the new Public Procurement Law 47-25 on Monday, 28 July 2025. President Abinader signed the bill into law at the headquarters of the General Public Procurement Agency (DGCP) in the presence of DGCP director Carlos Pimentel. The Presidency says this law marks a pivotal moment in how the Dominican state manages its resources, promising a significant transformation in public administration.

“Today is an important day for the Dominican Republic,” stated the President in the official press release. “A day where we reaffirm, with actions and not just words, this government’s unwavering commitment to transparency, efficiency, sustainability, and the strengthening of our institutions.”

The new Public Procurement Law 47-25 ensures significant improvements:
• Enhanced transparency and traceability: Every procurement process will now be fully visible and auditable from its initiation to execution, ensuring greater accountability.
• Real consequences regime: The law introduces criminal penalties to deter and punish irregularities, establishing a robust framework against corruption.
• Sustainable and inclusive procurement: It actively promotes the participation of micro, small, and medium-sized enterprises (MSMEs), and women-led businesses, reserving 30% of the budget for their involvement.
• New Procurement modalities: The law introduces new methods such as framework agreements and abbreviated tenders, designed to streamline and enhance the efficiency of procurement processes.
• Technology for the people: The “EficomprasRD” platform will be launched, serving as a transparent and open virtual store for smaller purchases, leveraging technology for public benefit.

The new law significantly strengthens the role of the General Public Procurement Agency, granting it increased capabilities, greater independence, and modern tools for fiscalization, supervision, and control. This empowerment will allow the DGCP to operate with the agility demanded by contemporary challenges.

It replaces Procurement Law 340-06 and Amendment Law 449-06 that dates back to 2006.
