Abinader makes his 5th call for urgent UN Security Council action on Haiti crisis, meets with US Secretary of State Marco Rubio

President Luis Abinader once more issued an urgent plea to the United Nations Security Council during his speech at the UN General Debate on 24 September 2025. He urged UN members —especially the five permanent ones— to swiftly approve a resolution to strengthen the Multinational Security Support (MSS) mission in Haiti.

Abinader highlighted the critical nature of the situation, noting that the MSS mission’s current mandate is set to expire on 2 October 2025.

“We must be aware that the MSS mandate expires on 2 October. We are facing a delicate period of transition that demands we guarantee legitimacy for the entire current contingent of the mission,” Abinader stated. “The Dominican Republic demands this request be supported, and we do so from the very border of the Haitian collapse.”

The President also emphasized the need for shared regional responsibility, calling on Latin American and Caribbean nations to provide political, financial, and operational support for the mission. He stressed that the crisis in Haiti not only threatens his country’s security but also poses a risk to regional stability, urging the international community to act in a coordinated effort to restore order and protect the Haitian population.

Given that the Dominican Republic shares an almost 400 km land border with Haiti, the country is the most impacted by the Haitian crisis. In recent years, the DR has taken measures to curtail migration of the thousands who seek to make a living, fleeing the land that is under the siege of violent gangs. The country has deported thousands, but even Minister of Foreign Relations Roberto Alvarez has acknowledged the difficult situation, calling the border “a revolving door.”

The President took advantage of the trip to New York to meet with US Secretary of State Marco Rubio on 24 September 2025 to address proposals of the United States regarding Haiti.

A statement from the US Department of State read:
“The Secretary underscored the strong U.S.–Dominican Republic relationship and commended President Abinader’s partnership in advancing regional security. They discussed strengthening collaboration to disrupt illicit firearms and drug trafficking and stressed the urgency of continued international support to bring security and stability to Haiti, including through the adoption of a UN Security Council resolution authorizing a UN Support Office for Haiti.

“The Secretary and President Abinader emphasized the importance of the Summit of the Americas and its role in fostering private sector engagement across our hemisphere.”

During the meeting with Rubio, the President also addressed matters related to the Dominican Republic hosting the Summit of the Americas in Punta Cana from 1 to 5 December 2025.
