Are the government intelligence offices in complicity with drug trafficking?

A Katherine Hernandez of CDN Channel 37 remark questioning the efficacy or complicity of intelligence agencies in the Dominican Republic with drug trafficking has been a recent leading trending topic. She pointed out that the country has about the same number of intelligence agencies as the United States but none of these were able to alert the Presidency and the city government of the capital city that had two men in high positions while these were being investigated for drug trafficking in the United States.

“It is without pardon that in the Dominican Republic there are so many intelligence agencies and here nobody knows anything,” Hernandez stated on 15 October 2025 on Despierta con CDN. She made the comment in the context of her remarks regarding the analysis by the morning show participants of the new cases of ruling party PRM members accused in the US judiciary of involvement with drug trafficking.

Hernandez remarked that it is “unpardonable” that the intelligence agencies DNI, J2, Dintel, DNCD, M2, A2, G2…. did not alert President Luis Abinader and the city mayor of Santo Domingo Carolina Mejia that these people were being investigated for drug trafficking when they were named advisor to the President and in charge of a key department at the National District city government.

She also stated that others could say that there is complicity. She remarked that the country needs an explanation on how seven intelligence agencies ignored that a person with a process of investigation in the United States for years continue in the high positions.

“It is unpardonable that in the Dominican Republic there are so many intelligence agencies and nobody knows anything,” went viral, as it captured the feeling of the general public.

She says this is delicate and puts the image of the country at harm.

She was referring to the cases of Fabio Augusto Jorge Puras and Gaspar Antonio Polanco Virella.

The Aguilas Cibaeñas baseball team recently announced that their board of directors member and treasurer Fabio Augusto Jorge Puras will be taking a temporary leave of absence as he is investigated by the US Drug Enforcement Agency (DEA) and US judiciary for drug trafficking. Local news media mention he allegedly has ties to drug trafficking networks operated by Quirino Ernesto Paulino Castillo and former Dominican congressman Miguel Gutierrez, both convicted in the US judicial system.

Jorge Puras had been named in 2021 advisor on free zone industries to the Abinader Presidency. He was removed in May 2025 as the probe uncovered evidence that eventually led to his indictment in September 2025 by a Miami court.

Likewise, in the same drug trafficking case, Gaspar Antonio Polanco Virella (alias El Grande), a former director of Public Services at the National District under Mayor Carolina Mejia and former security of her father, former President Hipolito Mejia, is also accused.
