
The Attorney General of the Republic Yeni Berenice Reynoso confirmed on 10 December 2025 that an investigation is underway targeting doctors and various health centers implicated in billing the National Health Insurance and Health Risk Administrator (Senasa) for fraudulent, unnecessary, adulterated, and false medical procedures, as reported in El Caribe.
Calling the practice of performing five catheterizations on a patient who needed none, or administering unrequired radiotherapy sessions, “absolutely criminal,” the Attorney General emphasized that a second phase of prosecution is forthcoming. This new phase will be linked to the corruption case that already includes the indictment of Senasa’s director, Santiago Hazim, and nine other individuals.
“I can give you absolute assurance that more people will be charged, and yes, there are people under investigation who are doctors and different health professionals, because evidently, these procedures did not perform themselves, and they are medical procedures,” the official stated during a holiday gathering with judicial beat reporters.
The Attorney General revealed that they have been investigating “multiple health centers” for some time. However, due to the sheer scope and breadth of the Senasa investigation, the authorities opted to bring the case to the judiciary in separate parts to streamline the legal process.
“We are investigating whether anyone, as a result of being exposed to an overexposure of unnecessary procedures, could have lost their life. This is part of what we are deepening in the investigation,” the official stressed.
Calling for a societal reflection on the alleged corruption to ensure it never happens again, the Attorney General cited the past behavior of Health Service Providers (PSS) who, she noted, would first check a patient’s insurance coverage limit before deciding what procedure to perform.
“But this is an investigation that will certainly have its second part, and it couldn’t even be ruled out that it may advance further,” said the head of the Public Ministry. She confirmed that the new Criminal Procedure Code is being utilized for the prosecution of the case, which currently involves Hazim, former Senasa director, along with Gustavo Enrique Messina Cruz (former Financial Manager), Germán Rafael Robles Quiñones (former Legal Consultant), Francisco Iván Minaya Pérez (former Health Services Manager), Cindy Acosta Sención, Ramón Alan Speakler Mateo, and Ada Ledesma Ubiera (businesspeople), Rafael Luis Martínez Hazim (founder of MyCare Telemedicine Center), Heidi Pineda Perdomo, and Eduardo Read Estrella (businessman).
The Attorney General, Berenice Reynoso, disclosed that the number of individuals charged in the corruption dossier will be greater than those currently under arrest and awaiting a coercive measure hearing.
“This is a case of the highest priority. This team has been working tirelessly and will continue to work not only for exemplary criminal sanctions but also for the State to seize and recover every peso,” she concluded.
The case continues in court on Thursday, 11 December 2025 when judge Rigoberto Sena will decide if he will go ahead with the request of the Public Ministry to impose 18 months of jail time on the first accused as the case is heard. The Public Ministry is also requesting that the case be given complex status to enable more time for the investigations.
