
On International Anti-Corruption Day (9 December 2025), the Dominican Republic marked a major milestone in public integrity by launching InvestmentMap 2.0 (MapaInversiones 2.0), described in an Interamerican Development Bank press release as a groundbreaking digital platform. This IDB initiative positions the nation as a global leader in leveraging new technologies, specifically Artificial Intelligence (AI), to fight corruption and strengthen public accountability across Latin America and the Caribbean.
The IDB’s regional InvestmentMap project is dedicated to the traceability of budgets, investments, and public procurement. The renewed platform, developed in partnership with the Ministry of Finance and Economy of the Dominican Republic and offers citizens an unprecedented level of access and oversight into how public funds are utilized.
InvestmentMap 2.0 achieves a unified, articulated view of public spending for the first time by interoperably integrating five critical government data streams: budgetary allocations, project programming, financial execution, physical progress, and contractual data. This effort reflects sustained institutional strengthening and enables citizens to monitor the complete cycle of public resources in real time, from initial budget approval to the final completion of a project.
The IDB explains that the most innovative feature of the new platform is the integration of AI components designed to democratize public information. The IDB developed a new chatbot that allows citizens to inquire about public investment data using natural language questions, eliminating the need to navigate complex government databases.
Crucially, the tool incorporates an algorithmic transparency mechanism. This feature strengthens public trust by revealing the reasoning and source data behind every answer provided by the chatbot, enabling independent verification of the facts.
Paula Acosta, Chief of the Institutional Capacity of the State Division at the IDB, emphasized the platform’s impact: “The new version of InvestmentMap in the Dominican Republic not only facilitates access to information but also optimizes processes, improves databases, and strengthens traceability, offering citizens cutting-edge technological innovations to consult, monitor, and interact with the state in a simple way.”
The advancement aligns the Dominican Republic’s public integrity frameworks with internationally recognized standards, including the UN Convention against Corruption, UNESCO’s ethics on AI, and OECD recommendations on open government and responsible AI use.
With this launch, the IDB consolidates the evolution of its regional initiative toward an ecosystem of smart transparency, making interoperability, data quality, citizen participation, and responsible AI use indispensable tools for modern governance.
