Attorney General Office announces new crime investigation protocols

Attorney General Yeni Berenice Reynoso announced a sweeping overhaul of the nation’s criminal investigation framework, confirming that a New Crime Scene Processing Model will officially launch on 1 April 2026. A career prosecutor, Reynoso was named to the position on 21 February 2025, in the second administration of President Luis Abinader. She had previously served as No. 2 person at the Attorney General Office under then Attorney General Miriam German.

The transition, coordinated in partnership with the National Police, marks a shift toward the “technification” of judicial processes to standardize evidence collection and accelerate legal responses for citizens. Speaking at a seminar for prosecutors from the eastern region, Reynoso emphasized that traditional investigative methods have become obsolete in the face of modern criminal challenges.

A nationwide rollout
In a move toward total integration, Reynoso rejected a gradual implementation, stating that the new model will activate at 100% capacity across all judicial districts simultaneously.

“We are not doing this just to appear more modern,” Reynoso stated. “It is about facilitating the citizen’s ability to obtain a quality legal decision in a timely manner.”

Technological integration and body cameras
The Attorney General highlighted several key technological upgrades scheduled for the April rollout:

Body cameras: Prosecutors will begin using latest-generation body cameras and bulletproof vests during on-site inspections and raids to ensure transparency and high-quality evidence.

Digital integration: The National Police will now deliver crime scene inspection reports to prosecutors via digital channels.

INACIF overhaul: The National Institute of Forensic Sciences (INACIF) is slated for a massive upgrade. Reynoso announced plans for new, state-of-the-art facilities in Santo Domingo Este and Santiago, with the goal of making INACIF the most modern forensic institute in Ibero-America.

Strategic coordination
The announcement took place during a training seminar held at the Attorney General’s Office, attended by high-ranking officials including Major General Andrés Modesto Cruz Cruz, director of the National Police, and Wilson Camacho, head of the Specialized Prosecution Unit Against Corruption (PEPCA). Marien Montero Beard, rector of the National School of the Public Ministry, noted that 26% of the nation’s prosecutors have already been trained on the new penal regulations during the first quarter of this year.
