Former US Homeland Security Secretary visits Punta Cana

Kristi Noem, the former US Secretary of Homeland Security, met with President Luis Abinader in Punta Cana on Sunday, 22 March 2026 to discuss regional security. The meeting was hours before President Luis Abinader traveled to France. Noem was recently appointed Special Envoy for the Shield of the Americas multinational military and security coalition, following the 7 March Shield of the Americas regional heads of government summit in Miami, Florida.

The signing in Punta Cana marks a pivotal step in the “Shield of the Americas” initiative, which the US has stated seeks to insulate the region from transnational threats and foreign interference.

This heightened security posture on the eastern side of Hispaniola comes as the international community prepares for a major shift in the neighboring crisis. Military troops from Chad and Sri Lanka are expected to arrive in Haiti starting April 2026 as part of a new UN-backed Gang Suppression Force, tasked with stabilizing Port-au-Prince following years of systemic gang violence.

The meeting of Noem with President Luis Abinader was reportedly part of a broader regional tour to solidify the Dominican Republic’s role within the Shield of the Americas alliance.

In addition to the Declaration of Intent on the border security, other key points of the visit reportedly are related to regional security integration, with the strengthening of the Dominican Republic’s position as a key strategic partner in the 12-nation coalition (which includes countries like Panama, Costa Rica, and Ecuador).

Among these points is border and migration control with the coordination on the deployment of US ICE agents at Dominican airports and seaports to enhance “pre-clearance” security and regional migration management. Likewise, counter-narcotics actions are considered. The intent is to align efforts of the National Drug Control Agency (DNCD) with those of the US government to disrupt maritime trafficking routes that have become more volatile due to the global energy and shipping crisis.

The strategic context for the DR Visit
While the Dominican Republic was the second stop, it is being treated as a “Tier 1” partner in the initiative. The Punta Cana meeting with President Abinader focused on two urgent pillars that differentiate the DR from other stops on her tour:

Maritime Counter-Cartel Operations: Unlike the land-border focus in Central America, the discussions in Punta Cana centered on the DNCD’s role in securing Caribbean transit routes, which have seen increased activity since the blockade of the Strait of Hormuz began.

The “Pre-Clearance” Expansion: A significant portion of the meeting involved finalizing the deployment of US ICE agents to Dominican airports (SDQ and PUJ) to establish a permanent security “shield” for travelers and cargo.

The Shield of the Americas context
The initiative, formally launched during an inaugural summit on 7 March 2026, is designed by the Trump Administration as a unified border management and defense pact for the Western Hemisphere.

Based on the current travel itineraries and official diplomatic readouts for March 2026, the Dominican Republic is one of the very first countries on Kristi Noem’s inaugural regional tour as Special Envoy. However, her first official travel abroad as Shield of the Americas Special Envoy was to Honduras on 22 March before her flight to the DR later on the same day.
