Clave Digital reports on the contradictions regarding dealings of the Postal Office with the Chilean technology firm, Host Chile, for the director of the Inposdom regarding a contract to automate the postal offices.
While Host Chile earlier had reported on its website that the Dominican government had signed a turnkey contract for the automation, the director of Inposdom denied this saying that departments are not authorized by the government to unilaterally take on debt and thus the contract is suspended.
Host Chile had announced that the contract and maintenance package will cost the Dominican government “more than US$4 million” to be financed by the Chilean private investment fund. The Chilean firm has had experience in automating mail in Chile and in Cuba. The news story was latter removed once questioned by Clave Digital reporters.
Arturo Rios Moll, chief executive of Host Chile, when questioned by Clave Digital denied that the contract had been signed. A photograph published online where he appears with the director of Inposdom Leonor Zacarias signing a document was described by himself and Zacarias as merely a simulacrum. That only a letter of intent was signed. Nevertheless, Clave Digital further questioned the existence of an addendum to the contract deposited and registered in the Ministry of Foreign Relations and the Attorney General’s office. The online news service also wonders what is the real price of the contract, as the addendum refers to a US$3 million contract, not a US$4 million contract.
