The Regional Development Council (CRD), made up of organizations in the central Cibao, has proposed several infrastructure projects for the development of the country to President Danilo Medina, including the construction of railroad linking the Dominican Republic and Haiti. The railroad would go from the northeast, pass through the ports of Haina, Caucedo, then Cibao Central and the province of Puerto Plata, and end up in Haiti. The Director General of the CRD, Isócrates Peña, also proposed the construction of a northeastern airport in San Francisco de Macoris
