Three major consumer groups have asked the Ministry of Industry and Commerce to require commercial establishments to stop fractional pricing since there is never any change to return to the customer. The Association of Economic Supermarkets, the Dominican Chamber of Commercial Enterprises and the Consumer Protection Foundation have formalized the request. Most shoppers have experienced a certain level of frustration when they pay their bill and see that the shop keeps any sum from 1? to 49?, and often will return RD$1.00 for change ranging from 51? to 99?. Often times, the phrase, “Sorry, we don’t have change” is heard, adding to the frustration level. Listin Diario proposes that the change kept by commercial establishments should be donated to good causes, such as the efforts made by the Salesian fathers of Don Bosco who work with disadvantaged children. Others propose that the Central Bank disburse the necessary loose change – nickels, dimes, quarters and half peso coins. The Consumer Protection Foundation is demanding that the authorities oblige commercial establishments to round off their prices in order to stop fooling their clientele, which is a violation of Law 358-05. Estimates are that over a million pesos a day are left in merchant’s coffers because of the lack of change.
