The head of the National Business Council (CONEP), Pedro Brache told the media that his membership feels that the enactment of the Electricity Pact was halted solely for political interests. Brache said that his members are very disappointed at this turn of events. He argued the pact would benefit the population and urged the signing as soon as possible. The government had agreed to make more transparent its management of the power distributors.
The National Development Strategy (END) Law 1-12 ordered the signing of the pact. The electricity agreement should have been signed by 2013, according to Law 1-12. There were difficulties from the start and the discussions would not start until 2014.
