Yokasta Guzmán, director of Compras y Contrataciones del Estado, the national procurement agency, says the “urgent” tender that would have been held to purchase “kits” for the preparation of the traditional Sweet Beans dessert in time for the Easter holidays was canceled. She said the reason was that something so insignificant could not be declared an emergency. She made the observation when interviewed for Enfoque Matinal of CDN, Channel 37. She said the emergency declaration gave an unfair advantage to suppliers who were previously in the know.
