Former Minister of Foreign Relations Hugo Tolentino Dipp died on Monday, 15 July 2019. He was 88 years old. A lawyer, politician and historian, Tolentino Dipp served from 1982 to 1990 in the Chamber of Deputies, where he would be chosen president of the lower house of Congress. He returned to the Chamber of Deputies in 2010.

Tolentino Dipp was rector of the state university, UASD from 1974-76. He was an outstanding member of the Dominican Revolutionary Party (PRD) and a founder of the Modern Revolutionary Party (PRM), made up by dissidents that left the PRD.

He is remembered for his firm position as foreign minister during the government of President Hipólito Mejía. He would resign the post when he rejected the Dominican Republic send troops to fight in the Iraq War at the request of the George Bush administration. He quit when President Mejía overrode his position at the time.
