Constitutional Court ruling 38/2019 says that all citizens have the right to independently present accusations for governmental corruption or back those offered by the Justice Ministry. The decision states that citizens can request pretrial custody and that this is not an exclusive prerogative of the Justice Ministry.
The Constitutional Court responded to an opinion requested in November 2013 by the Citizens Against Corruption Civic Movements (Movimiento Cívico Ciudadanos contra la Corrupción – C3) by its executive director, Alejandro Alberto Paulino Vallejo, and lawyers Reemberto Pichardo Juan, Melvin Velasquez Then and Josefina Juan de Pichardo.
