
Roberto Saladín had announced on the morning of Wednesday, 9 October 2019, his resignation as a judge of the Central Electoral Board (JCE). Saladín is a former governor of the Central Bank and ambassador to the US government.
“As of this moment, 9 October, I present irrevocable resignation as a member of the plenary of the Central Electoral Board, period,” were the words of Saladin.
His resignation came at a time when the results of the ruling Dominican Liberation Party (PLD) are being contested. The JCE last bulletin had shown President Danilo Medina’s candidate, Gonzalo Castillo winning the primary. Former President Leonel Fernández contested the results. The manual count of the votes has been requested.
But around an hour later, Saladín announced to the press he would stay on. The president of the JCE, Julio Castaños Guzmán had already notified his replacement, José Lino Martínez, to take the position.
But less than two hours later, Saladín held a press conference to announce he was staying on.
There is speculation the announcement of the 100% manual vote count, had to do with Saladín revoking his resignation. There is also speculation he was irate over the protests made by the Leonel Fernández team that sought to delay the announcement of the results of the primaries ordering an audit that could take several weeks. Saladín has not given the reasons for his earlier resignation.
