Colombia arrests Cesar Emilio Peralta (El Abusador)

Colombian police and US federal agencies arrested Cesar Emilio Peralta (El Abusador) days after he had arrived to Cartagena. The Colombian Police chief in Cartagena, Brigadier General Henry Sanabria remarked that Peralta was a big capo for whom the US had offered an award of US$100,000 for information leading to his capture. The arrest by Colombia was made five days after the award was posted.

The police chief in Cartagena mentioned that Dominican chief of the Police Ney Aldrin Bautista had described Peralta as the Dominican Pablo Escobar and as the leading drug capo in the Dominican Republic. He said that a force of 700 persons in the Dominican Republic were on his chase, but that he escaped on a yacht arriving to Cartagena.

Peralta was arrested in a hotel room in Boca Grande, Cartagena. Sanabria said that Peralta faces charges in Florida and Puerto Rico for which he could receive up to lifetime in jail. The charges are cocaine trafficking between Colombia, Venezuela and Panama to the United States and the Netherlands Antilles. The brigadier general did not mention any charges against Peralta in the Dominican Republic.

Colombia was in the process of legalizing the capture of Peralta. He said that they had seized mobile phones and in cooperation with the United States would present these as evidence. He said the person would be available for the United States judiciary as part of the cooperation programs of the Police and prosecutors in Colombia.

In the Dominican Republic, a first press conference that was called by the National Drug Control Agency was later moved to the Attorney General Office. The president of the DNCD Vice Admiral Félix Alburquerque Comprés said that the capture was the result of a triangular operation carried out by the forces in Colombia, United States and the Dominican Republic. Also participating in the press conference in Santo Domingo was Defense Minister Ruben Dario Paulino Sem, and Police director, General Ney Aldrin Bautista. The official version is that Peralta left for Colombia from a port located between Pedernales and Barahona. Attorney General Jean Alain Rodríguez favored that Peralta be extradited to the United States.

Prior to the operation to arrest him in August, Peralta carried out a very open social life in the Dominican Republic. He was known to be the owner of a major clubs business with several locations. Dominican authorities did not take action until the US Government presented his case. Then the Attorney General acted about a month after receiving the extensive file on Peralta’s activities.
