National District Mayor’s Office presents its Territorial Ordering Plan

The 2016-2020 term of Mayor David Collado ends on 24 April 2020. He decided against running for Mayor. But one of the achievements of his administration is the National District Zoning and Land Use Plan (Plan de Ordenamiento Territorial –POT 2030) officially presented on 29 January 2020 at the Fray Antón de Montesinos Monument venue. The 260-page plan was approved by the City Council in Ordinance No. 09-2019, dated 10 June 2019.

The Plan de Ordenamiento Territorial – Capital 2030 seeks to offers a clear vision of where to invest and how to do it rationally, as well as organize land use to ensure the sustainable development of the capital city of Santo Domingo. The plan was developed by technicians working under Architect Amin Abel of the National District Government Planning Office.

During the presentation of POT-Capital 2030, David Collado recognized architects, urban planners, sociologists and researchers for their contributions to the city planning and land management plan.

“This Plan contains the vision that we wanted to leave as a legacy and that we hope the city of Santo Domingo will reach in the coming years,” said Collado.

“Our purpose is for the Dominican capital to become a compact, sustainable, equitable, resilient, livable and entrepreneurial city, a city that inspires us all,” said the outgoing mayor.

POT Capital 2030 is the result of more than 18 months of work, in which officials and specialists from the Mayor’s Office participated, along with national and international entities including ICMA/USAID, IDDI, City of Austin, United Nations Development Programme (UNDP), Columbia University, Bloomberg Philanthropies, Dominican Federation of Municipalities (FEDOMU), INTEC university and other local experts. The validation process incorporated more than 2,000 citizens, 15 public institutions and private entities, and more than 280 social and community organizations.

In its editorial on 30 January 2020, Diario Libre says the plan’s implementation will depend on the next mayor. The editorialist highlights that the National District is home to around 1,101,000 inhabitants, but receives an additional million people that enter for various activities, including work and study, every day.

In the editorial, Ines Aizpun of Diario Libre writes:
“This plan comes almost at the end of the term of office of a mayor who has chosen not to be re-elected. David Collado has surrounded himself with a team of young and very technical professionals who have worked with enthusiasm. This plan is one of his achievements. “Whoever follows him in the position will have some of the work already done. And although each leader has a particular style and projects, adopting this plan or discarding it will also be… a declaration of intent.”
