
The merging of government institutions is in the Abinader government proposal. President-elect Luis Abinader has confirmed this will be happening soon. He tweeted on 22 July 2020 that the Office of Supervisory Engineers of the Presidency (OISOE) would merge with the Ministry of Public Works. While initially intended to be a division of government to supervise constructions, OISOE would evolve into a separate Ministry of Public Works with a mega-budget and mega-corruption.
Abinader’s choice for Administrative Minister of the Presidency, Jose Ignacio Paliza confirmed the mergers will be forthcoming as part of the plan to make more efficient the state and release funds for real needs. He said these could be announced in Abinader’s first speech to the nation on 16 August 2020.
Media reports say others to go will be the Public Electricity Corporation (CDEEE) that will be replaced by the Ministry of Energy and Mines. A single board will supervise the three utilities (EdeEste, EdeNorte and EdeSur), the Dominican Power Transmission Company (ETED) and the Dominican Hydroelectric Generation Company (EgeHID). The media is also mentioning the time has come to close the State Sugar Council (CEA), whose real estate operations would be merged with Bienes Nacionales. Dozens of other government institutions have millionaire budgets and no real role.
In 2017, senator-elect for the National District, Faride Raful, submitted a bill to Congress to eliminate more than 50 government entities deemed unnecessary.
Miguel Ceara-Hatton, named the next Economy Minister for the Abinader administration, has said the government would not reduce the present levels of spending because that would cause a recession. He has said the plan is to make spending more efficient. He says the first three months of government would be used to push through Congress bills that would expedite the changes. This will be possible because the opposition party won a majority in both houses of Congress.
