Coronavirus Covid-19 Bulletin #227 / 31 October 2020

The Ministry of Public Health’s Epidemiology Department Coronavirus Bulletin #227 reports 314 new PCR confirmed cases.

4,024 first PCR tests were carried out in time for the deadline of Bulletin #227. The 14-day average is 4,036 tests, a high for the Abinader administration medical team. The medics have explained the demand for tests has diminished, but there is a recent surge in demand.

The 24-hour positivity rate is at 7.80% and the 4-week positivity rate continues to decline and is at 10.39%, both record lows. There is a slight increase in active cases after continued declines in September and October. The number of active cases is now at 19,794.

The country continues under the declaration of a National State of Emergency at least through 1 December 2020. The Ministry of Public Health is concerned that home and friends’ gatherings and increased mobility can lead to the same virus flare-ups that have affected other countries worldwide, mainly due to pandemic fatigue. There continue to be sporadic spikes in Greater Santo Domingo and the provinces. This situation is why the Ministry of Public Health continues to recommend keeping curfew and preventive measures. The curfew is in effect through 11 November 2020, from 9pm to 5am Monday to Friday, and 7pm to 5am on Saturdays and Sundays.

As per Bulletin #227, with the deadline of 31 October 2020, the Ministry of Public Health has registered 127,332 confirmed cases since the first case on 1 March 2020. Partial curfew has been in place since 18 March 2020.

The number of deaths is 2,249, including four deaths recorded and one in the past 24 hours.

In a population of more than 10 million, the fatality rate is 1.77% over the past four weeks. The fatality rate per 1M inhabitants is 215.25. The Ministry of Public Health reports that the average 1M inhabitants’ fatality rate for the Americas is 616.

Worldometer lists the 1M deaths per inhabitant rate for the Dominican Republic at 207. According to the 1M deaths statistics, people are less likely to die of Covid-19 in the Dominican Republic than in Spain at 767, Brazil at 750, the United States at 713, the United Kingdom at 687, Argentina 684, Italy 634, Colombia 613, France 567 and Canada 269, all major source markets for Dominican tourism.

The Ministry of Public Health report #227 indicates second consecutive day of increases in demand for ICU units in recent weeks. 20% of Covid-19 hospital beds are occupied (673 of 3,290 total available). Yet, 33% of the intensive care units for Covid-19 are taken (174 of 522 beds).
