
The Abinader administration announces a very large government program will focus on vulnerable persons between the ages of 14 to 24. The program will offer scholarships and work opportunities. The United Nations and Unicef are helping the Social Policy Cabinet build the new program.
Tony Peña Guaba, who is the Social Policy Cabinet coordinator, said that the government will attempt to open two or three Technological Centers each week until the entire country is covered. The initial focus will be on Greater Santo Domingo, moving then on to Santiago, the country’s second largest urban area.
At this time places such as Capotillo, La Victoria, La Nueva Barquita, los Guaricanos, Villa Mella and Guerra will be the first to get a community technological center targeted at the young people. Others include Los Alcarrizos, Boca Chica and Pedro Brand.
This major push is aimed at the groups of “Ni-Ni” or “Sin-Sin” which are Spanish abbreviations for “Neither working or Studying” and “Without education and Without a job,” in the local parlance. Churches, neighborhood groups and parents are included in the recruitment of these at-risk young persons.
