National District prosecutor Rosalba Ramos protests internal affairs check

National District prosecutor Rosalba Ramos complained publicly of gender abuse, harassment on the job and irregularities in the investigation into her actions by deputy prosecutor Juan Medina de los Santos, who has the role of inspector general for internal affairs at the Attorney General Office.

Medina de los Santos responded the prosecutor is investigated for her participation in the Cesar Emilio Peralta (Cesar el Abusador) drug trafficking case and for her involvement in procurement actions of the Attorney General Office. Medina said he is publicly revealing the topics of the investigation after Ramos took the investigation to the press herself. Last week, Ramos was said to be on a media tour, making appearances in several talk shows on radio and TV.

Ramos rebutted Medina demanding that the Attorney General internal affairs inspector present to her the exact charges for which she is investigated for disciplinary actions.

Even when her term was not over, Ramos would replace Yeni Berenice Reynoso as National District prosecutor in September 2018 when then-Attorney General Jean Alain Rodriguez called a contest to make widespread changes replacing 32 prosecutors. The contest cost investigative journalists Edith Febles, Altagracia Salazar and Ricardo Nieves their jobs at CDN morning news TV program. During the program, Febles presented evidence of the contest being rigged in favor of select candidates that included Ramos.

Ramos’ complaint has brought back memories of the harsh interrogation by then-Attorney General Rodríguez of judge Germán. During the La Cuestión afternoon talk show on 21 June 2021, in commenting on the Ramos vs Medina debate, journalist Diana Lora aired the remarks made in 2018 by then newly appointed Ramos when she defended the incisive questioning by then Attorney General Rodríguez to then Superior Court of Justice penal chamber presiding judge, Miriam Germán during the National Council of the Magistracy judges assessment. Germán had been critical of how then-Attorney General Rodríguez was handling the preparation of the Odebrecht bribes case. The CNM removed Germán after the assessment. At the time, Ramos said that prosecutors have to be prepared to answer any questioning regarding their jobs. Now, she is protesting being investigated.

What comes around goes around. With the change of government, Miriam Germán was named Attorney General, and Yeni Berenice Reynoso was named chief prosecutor.
