President Luis Abinader named Milagros German his Minister of Culture (Decree 544-21). She replaces Carmen Heredia de Guerrero. German had served as director of Dicom, the propaganda and news agency of the Presidency. German was formerly a popular TV show host before taking on the top communications position in the Abinader cabinet.
The Presidency announced major changes in its communication entities. Decree 543-21 appoints Homero Figueroa as director of strategy and government communication. Daniel Garcia Archibald is appointed director of the President’s Press Office. In the same decree issued on 6 September 2021, the General Communications Agency (Dicom) and the Information, Analysis and Strategic Programming Agency (Diape) are eliminated.
Decree 542-21 creates the Strategy and Government Communications Agency that will oversee the Government Communication System and places these under the Administrative Ministry of the Presidency. The Strategy and Government Communications Agency is now responsible for coordinating communication policies in government.
