Sworn in on 18 October 2021 as part of initiatives for the Abinader government to go from talking about Police reform to action, Major General Eduardo Alberto Then announced he would be implementing the quadrant police surveillance system to improve citizen security. He said the country is being divided in the blocks assigned to police agents that will be responsible for security and prosecuting crime in that geographic space. The patrolling technique has been effective in many countries around the world.
“Six blocks are divided, each patrol is assigned a piece of land, is given a map, the streets are indicated. The movement of the patrol, the rhythm it takes, the frequency by which it passes through each street is controlled via GPS. What happens per quadrant is the responsibility of the patrol and for each shift it has to render a police report on the news,” explained security expert Daniel Pou Suazo to Diario Libre.
Then said he would abide the laws, criminal procedures code and the Constitution. Then is a lawyer. Local media has been sharing details of how Then worked the laws in his favor when he protested his forced early retirement in 2010 during the presidency of Leonel Fernandez. At the time he was 50 years old. Then was able to obtain a positive ruling from the Superior Administrative Court (TSA) and then took his case to the Constitutional Court and was reinstated in 2015 under the presidency of Danilo Medina.
President Luis Abinader gave details on Sunday, 17 October 2021 of major changes in the pipeline for the National Police. These now will fall under Eduardo Alberto Then and deputy director General Orison Olivence Minaya. For the reform, the government is consulting with the United Nations, US Government, Spanish National Police and Colombian National Police.
