No penalties for irregularities in Samana tolls road?

Last week President Luis Abinader announced the government had reached an amicable deal with those who held for years the onerous Samana toll roads contract. In addition to the highest tolls in the country, taxpayers also had to fit the bill for the so-called shadow toll, the mechanism in the clause whereby when traffic levels did not reach a pre-set level, the government had to pay a penalty.

The “amicable” agreement does not seem to establish penalties for those who signed such a bad contract for the collective interest.

Enmanuel Esquea Guerrero, the lawyer hired by the Presidency to deliver a report on the Samana toll road concession contract clearly stated it was mired by serious irregularities and could be revoked and those involved prosecuted.
It would seem the Abinader government is leaving up to the Public Ministry the prosecuting of corruption in government.

Late last week, the Administrative Minister of the Presidency explained the government policy is to cancel those found engaging in irregularities in government but leave the prosecution up to the Public Ministry. It would seem the government is leaving up to the Attorney General Office to press charges on this corruption case.
