
The public-private working committee that has worked on the National Police reform initiative delivered the final recommendations for comprehensive reform on Monday, 13 December 2021. President Luis Abinader called the Final Report for the Transformation and Professionalization of the National Police the first truly comprehensive reform proposal. He said it has a critical path that the government will follow.
The working group final report highlights that the lack of a control regime, the absence of salary compensation, scant training and equipping, insufficient economic resources, and the neglect of governments and the suburbanization have magnified the deficiencies in the Police. The advisory committee recommends significant changes in the norms and procedures.
The transforming of the Police Academy for better training of the police from the start is recommended. A new work culture and focus on service needs to be developed.
Servio Tulio Castaños, executive vice president of the Foundation for Institutionalism and Justice (Finjus) and head coordinator of the committee, said that what was different with this effort was that it was not based on what the population or consultants thought should be done. Instead, all ranks of the Police were inquired to tell what was happening and what could be corrected and improved.
