Cesar Emilio Peralta sent to face charges in Puerto Rico

Cesar Emilio Peralta (El Abusador) was extradited to Puerto Rico from Colombia. He had been arrested in Boca Grande, Cartagena on 2 December 2019. Peralta arrived to Puerto Rico around 1:45pm on Wednesday, 22 December 2021. Colombian President Ivan Duque had signed the extradition order on 14 October 2021.

Peralta is a capo ranked up there with El Chapo (Joaquin Archivaldo Guzman Loera) for his criminal record and his involvement in narcotics trafficking and violence. He used the Dominican Republic as a bridge to get his drugs to the United States. The turning point in the pursuit of Peralta was 9 June 2019 when David Ortiz was injured by gunshot and Peralta was linked to the shooting. Previously, he circulated freely with the lenience of Dominican law enforcement authorities. He was known for having major entertainment businesses.

In August 2018, the US Department of the Treasury’s Office of Foreign Assets Control (OFAC) identified Cesar Emilio Peralta and the Peralta Drug Trafficking Organization (Peralta DTO) as significant foreign narcotics traffickers pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act). The Kingpin Act established that “from their base of operations in Santo Domingo, Peralta and the Peralta DTO coordinate the transshipment of ton-quantities of cocaine and significant quantities of opioids through the Dominican Republic and onward to consumer markets in the United States, Puerto Rico, and Europe.”

A federal grand jury in Puerto Rico indicted him on 28 November 2018 on three counts of conspiracy to import heroin and cocaine into the United States, and distributing cocaine for illegal importation into the United States.

Hector Ramirez Carbó, speaking for Puerto Rican prosecutors, said that Peralta was registered as a CPOT (Consolidated Priority Organizational Target) in 2017. He said Peralta is analogous to what El Chapo (Joaquin Archivaldo Guzman Loera) was. “He is the only CPOT, so classified, in Puerto Rico and the Caribbean,” said Héctor Ramírez Carbó, assistant US Attorney Stephen Muldrow, at a press conference to announce the arrival of Peralta to Puerto Rico, as reported in El Nuevo Dia.
