
What was initially thought to be a farm, the 3,399 tareas (approximately 2.1 million square meters) purchased in cash by Francisco Pagan, director of the Supervisory Office of Public Works Engineers (Oisoe) under the Medina administration, was really a lucrative aggregate quarry. Diario Libre reported that Pagan paid the governmental Banco de Reservas RD$5,948,250 for the lucrative aggregate business located on a plot that is two times the size of the Colonial City of Santo Domingo. The aggregate mine produced gravel, course and fine sand and other construction materials for use in public works. The property is located in Mena Abajo in Tamayo, Baoruco province.
Pagan is accused of being part of a criminal corruption network tied to Juan Alexis Medina Sánchez, brother of former President Danilo Medina.
The defendant Francisco Pagán acknowledged to the Public Prosecutor’s Office that he acquired the asset illicitly and returned the property to the state. The Public Ministry accusatory file establishes that Banreservas was used for 95% of the illicit operations of Juan Alexis Medina Sanchez, the main accused in the Antipulpo case. The sister of former President Danilo Medina, Aracelis Medina Sánchez, was the second in charge at the Banco de Reservas during the second term of the Medina administration.
