
The Ombudsman Office confirmed the anomalies in hiring teachers and administrative personnel in the Gaspar Hernandez school district. The irregularities were first pointed out in a Nuria Piera investigative report on Channel 9.
As reported in N Digital, Dario Nin, second deputy ombudsman said: “We confirm, we ask, we interrogated the people who are there about the complaint that came to public light and then on that part, we simply make an investigation”.
These and other misconducts, such as the negotiation of appointments through loan sharks and bulging payrolls with deceased persons or persons residing abroad, could lead to the dismissal of the director of the educational district, he said.
Nin said Law No. 41-08 was possibly violated in Articles 3, 77, 79 and 80 on equal access to public service and the principles of probity of public servants.
In response, on 6 April 2022, Education Minister Roberto Fulcar ordered the provisional suspension of the director of district 06-07. The Ministry of Education says an official investigation would be carried out to verify the anomalies.
N Digital last week carried statements by the president of the Public School Teachers Association (ADP) complaining about the significant increase in administrative personnel hired during the Furcal administration. The ADP says that the administrative staff is eating up budget that could be allotted to improve pay to the teachers.
Eduardo Hidalgo, said that he has reports that the situations of nepotism, political patronage, favoritism and bloated payrolls in general reported by Nuria Investigacion Periodistica for Gaspar Hernandez is happening in many other educational districts. He says he has had reports that the administrative payroll has doubled in the number of persons employed and their wages at the headquarters of the Ministry of Education.
This year, the Ministry of Education had also ordered an investigation into the anomalies found in the National Institute of Student Welfare (Inabie), the procurement department under the Ministry of Education. The Presidency, nevertheless, did not await the findings of the investigation and ordered all the heads of the department to be replaced.
