Dominican agricultural counselor kidnapped in Haiti?

The Dominican Republic has formally requested the assistance of the government of Haiti to locate Carlos Guillén Tatis, the missing Dominican Embassy agriculture advisor. The Dominican government is requesting Haitian authorities investigate the apparent kidnapping.

The Ministry of Foreign Relations of Haiti was sent the diplomatic note requesting that the Haitian authorities take actions to ensure the “safe and sound” release of Carlos Guillen Tatis, the agricultural counselor at the Dominican mission in Port-au-Prince. He has been missing since Friday, 29 April 2022.

Around noon of Friday, 29 April 2022, the counselor Guillen Tatis would have been kidnapped in the area of Croix-des-Bouquets, while he was on his way to the city of Jimani, says a press release sent to the media by the Dominican government.

According to the press release, Dominican ambassador to Haiti, Faruk Miguel Castillo presented the request for investigation following instructions from Dominican Republic Foreign Minister Roberto Alvarez.

The notice to the Haitian Ministry of Foreign Relations was delivered together with a note to the Central Directorate of the Haitian Judicial Police, with the complaint about the apparent kidnapping, and a screenshot of the last telephone calls made on the phone of Guillén Tatis.

Reports are that in Haiti gangs have kidnapped upwards of 225 people between January and March 2022 alone.

Helicopter flights, movements of military assault vehicles, more troops and increased security levels have been observed as part of the actions carried out near Jimaní in the Dominican Republic after the kidnapping of Guillén Tatis. The newspaper reports that Dominican authorities say Guillén Tatis was kidnapped by the dreaded Haitian 400 Maowozo gang when he was on his way to the Dominican Republic from Port-au-Prince. He was kidnapped in the area of Croix-des-Bouquets on the outskirts of Port-au-Prince.
