State contractor accused in three state corruption cases

Bolivar Antonio Ventura Rodriguez’s name appears in the Hacienda (Treasury), Oisoe and Antipulpo corruption files.

State contractor Bolivar Antonio Ventura Rodriguez, who has admitted to paying bribes of RD$527 million to get paid by the Ministry of Hacienda under Minister Donald Guerrero, is also included in the corruption files prepared for the Anti-Pulpo (Anti-Octopus), and the Office of State Works Supervising Engineers (OISOE), during the Leonel Fernandez presidency. Donald Guerrero was Minister of Hacienda under the Danilo Medina presidency.

The business is the legal representative for the companies, Diseño y Presupuesto de Edificaciones y Carreteras con Alta Tecnología (Diprecalt and Constructora RMN). The companies have won billions in contracts. Recent files indicate he was a major contractor for the Leonel Fernandez and Danilo Medina administrations.

Ventura Rodriguez was accused of corruption in the case for administrative corruption in court against Senator Felix Bautista. The case was dismissed when then attorney general and chief prosecutor, Francisco Dominguez Brito did not appeal. The US would penalize Bautista naming him under the Magnitsky Act.

Diario Libre reports that in 2012, the Public Prosecutor’s Office prepared the case against Felix Bautista, current senator for San Juan province, for embezzlement, prevarication and money laundering when he was at the head of the Office of State Works Supervising Engineers (OISOE).

The indictment at the time stated that Ventura Rodriguez “managed funds for more than 1.9 billion pesos through his personal account; more than nine billion pesos through Diprecalt and for more than three and a half billion pesos through Constructora RMN.” “The company RMN, represented by Eng. Ventura, also subscribed at least six contracts for works with the OISOE,” the file says.

In the specific case of the company Diprecalt, it points out that it was one of the favorite contractors of the OISOE, from which it received 10 contracts for an amount of RD$4.33 billion pesos through direct contracts or from contractors who ended up passing on their contracts to it.

Ventura would go on to become a leading beneficiary of cash payments from the Medina administration.

Ventura Rodriguez is included in the Antipulpo file, whose principal accused person is Juan Alexis Medina, brother of forme President of the Republic, Danilo Medina.
