What does the law say about vehicular accident victims?

For the fifth time in two years an entertainer (Onguito Wa) has been involved in a traffic accident, but this time the victim died. The recent accident occurred in the middle of the National District during the very early morning hours at Duarte Avenue and the corner of Nicolas de Ovando. The driver fled the scene of the accident.

So, just what does Transit Law 63-17 have to say about such things? It is pretty clear and to the point. Anyone driving a vehicle involved in an accident must provide identification, license, registration, and insurance to the other party or to a police officer at the scene. Injured are to be taken to a hospital unless conditions otherwise contravene such actions.

In the case of a fatality, the driver must accompany the police officer present, or voluntarily appear at the closest police station or other competent authority. Articles 303 and 303 of the law indicate the consequences of involuntary vehicular homicide. These can be up to three years in prison and hundreds of thousands in fines. And the circumstances surrounding the accident are also taken into account: red lights, excessive speed or driving while impaired, and any of these can bring about the stiffest of penalties.

Entertainer Onguito Wa says he was not driving the vehicle. The media carries reports of several other accidents in which he was involved. Diario Libre Poteleche, cartoonist featured the sad reality that the Dominican Republic is the leader in traffic accidents worldwide and mentions people such as Onguito Wa have to do.
