Diario Libre: Mescyt recants and removes discussing changes to Regulation 09-15

Proposed amendments to Regulation 09-15 are being filed for later. Critics say the changes would lower quality standards for teachers. Diario Libre reports that the Ministry of Higher Education has done an about face after it reported on the impact this decision would have on ongoing efforts to improve quality in teaching at public schools. While the Ministry of Higher Education, Science and Technology (Mescyt) board had on Friday’s agenda to discuss changes to Regulation 09-15, now it is known that Mescyt will no longer hold the discussions “for the time being.”

The intention had been to replace the Academic Aptitude Test (PAA), a requirement to study under this program, with a test “adjusted to the Dominican context” to be designed by the Ministry of Higher Education, Science and Technology.

Those against the changes understand they would be a step backward in the objective of achieving quality standards demanded by the public education system for the training of teachers.

Regulation 09-15 approved in December 2015 obliges higher education institutions to guarantee competencies to future teachers in pedagogical, curricular and school management areas. Under this scheme, teachers of excellence are trained, whose careers are financed by the state through the Ministry of Education.
