Judge clears case to continue versus heads of Cusep, Cestur and Conani during Medina administration

Judge Yanibet Rivas of the Sixth Court of Instruction of the National District rejected the defendant’s arguments and instead ordered the start of the hearings of the charges in the case of the alleged military and religious and police corruption scheme that operated over the eight years of the Danilo Medina administration.

The court accepted evidence of fraud against the state primarily in a similar scheme that repeated itself at the Presidential Security Corps (Cusep), the Specialized Tourism Security Corps (Cestur) and the National Council for Children and Adolescents (Consejo Nacional de Niñez y Adolescencia) during the eight years of the past Danilo Medina administration. The prosecution named the cases Coral and Coral 5G.

The former director of the Presidential Security Corps (Cusep), Major General Adán Cáceres Silvestre; the former director of the Specialized Tourism Security Corps (Cestur), General Juan Carlos Torres Robiou, and Colonel Rafael Núñez de Aza are the main accused.

The Public Prosecutor’s Office filed the case in May 2022 before the Coordinating Office of the Instruction Courts of the National District. 48 defendants, 30 individuals and 18 legal entities are charged of defrauding the Dominican state for more than RD$4 billion.

An editorial in Diario Libre laments that it took more than two years for the case to actually get started. Most of the accused are on domiciliary arrest.
