At least seven of the 12 accused of tampering with the criminal records files in the Attorney General Office database are collaborating with the investigators. The scam had more than 10 years happening. The arrests are part of the Hawk Operation (Operación Gavilán), after evidence was found that an insider network for pay was changing or eliminating the records so criminals showed with clean slates.
Those collaborating get home arrest and bail. Those not collaborating were sent to await their trial in jail.
